Introduction

This is a unique project of following the traditional steps of Settlement, through technological intervention, for construction of digitized records. Hence, its HR is a blend of traditional Revenue officials and their modern-day counter parts of GIS officials, Surveyors and Computer operators. Secondly, apart from this diversity of HR, the project also has a huge sanctioned strength of 356 officials. Therefore, there is an HR section in the project for efficient management of the hired HR. Broadly, the recruited HR can be divided into three categories.

HR Management

1. Recruitment

Hiring a candidate is the most basic and very first thing that is followed by HR. Recruitment of candidates is a complex and timetaking process, but it brings joy to meet new talents and give a quality check on their skills. It is one of the key HR responsibilities to establish a recruitment procedure. The process comprises identifying the the organization needs and selecting needs based on the criteria. The right candidate can boost the morale of the entire organization. Details of recruitment of project are as under.

2. Employees Attendance

As project is a time bound activity, therefore, a robust mechanism for ensuring attendance and punctuality is a must. HR section has been maintaining proper attendance; for field staff as well as stationed staff. A manual attendance report on daily basis is being collected from field staff and a data base for the same has been created at PD office Admin/HR section. Important decisions such as contract seizing and removal of employees are made on its basis. Since the Project is creating digitized land revenue records, so, accordingly efforts are made to transform the official working into digital mode. One such step has been installation of Biometric attendance machines at PD Office and field offices. Attendance reports are generated accordingly on monthly basis. This attendance report is linked with mployees’ progress report. Both these reports are examined by Project Director on fortnightly basis. And necessary decisions are taken on the basis of this fortnightly analysis/examination. Furthermore, the attendance reports are also linked with payment of salaries.

3. Service ID Cards

Each employee has been registered and unique ID/Personal number has been assigned. An electronic bar code has been generated on the service cards that reflect complete Bio-Data of the employee. Each employee has been issued with the service card.

4. Leaves Management System

Admin/HR section has formulated a very robust and transparent mechanism. Proper SOPs have been formulated and circulated among all employees. A proper leave record of all the employees has been maintained in a database.

5. Activity Management System (AMS)

In order to track the daily activities of technical staff, an online tool has been customized as per requirement of the Project. With the help of this globally used software, our tasks assigning and progress monitoring has become much smoother. Each of GIS associate has been added to a workspace and the task is being assigned & the member gets real time notification. The member then updates their progress status on the close of business which can be monitored by the respective operational manager. The progress report can then be generated of individual/team on real time.

6. Record Management

Maintaining proper track record of employee’s employment history is key job of HR Section, which has been observed accordingly. Personal file for each employee has been generated, keeping the proper record of employment history taking from the appointment till exit of the employee at the project. Personal files have been coded and unique IDs has been allotted category- wise which helps to be traced easily when and ever required.
